A Literature Approach: Dynamics of Strategic Management in Increasing the Effectiveness of Public Service

Organisasi yang bergerak dalam bidang pelayanan publik tentu memiliki tantangan yang dinamis, perubahan terus terjadi seiring perkembangan zaman dan perilaku customer. Pelayanan public perlu memberikan kualitas yang sesuai dengan apa yang diharapkan oleh masyarakat, sehingga masyarakat tersebut bisa memberikan feedback yang baik dan menjadi loyal. Tantangan yang sangat kompleks tentu menjadi hal utama yang perlu mendapatlkan solusi terbaik sehingga pelayanan yang diberikan bisa mencapai tingkat kepuasan pelanggan yang lebih baik. Manajemen strategis dalam konteks layanan publik menjadi semakin penting dalam menghadapi tuntutan yang kompleks dan dinamis. Focus utama artikel ini membahas tentang dinamika manajemen strategis dapat meningkatkan efektivitas layanan publik, dengan menggunakan pendekatan literatur untuk menggambarkan hubungan antara faktor-faktor kunci dalam manajemen strategis dan hasil layanan publik yang lebih baik. Tujuan analisis ini untuk mengetahui 1) Peran kepemimpinan terhadap efektifitas layanan public, 2) Tantangan utama pelayanan public dalam mengimplementasikan manajemen strategis, 3) strategi pengambilan keputusan yang adaptif untuk meningkatkan efektifitas layanna publik, 4) peran kemitraan yang produktif dengan pemangku kepentingan. Metode yang digunakan adalah metode kualitatif khususnya library method, berdasarkan hasil penelitian terdahulu yang relevan dalam lima tahun terakhir dan buku-buku up to date (5 tahun terakhir). Hasil analisis temuan utama menunjukkan bahwa manajemen strategis yang baik dapat mengarah pada peningkatan kualitas layanan, efisiensi operasional, dan kepuasan pemangku kepentingan. Implikasi dari temuan ini untuk praktik manajemen publik adalah pentingnya mengintegrasikan pendekatan manajemen strategis yang dinamis dan adaptif dalam merespons perubahan lingkungan yang cepat. Penelitian lebih lanjut diperlukan untuk memahami lebih dalam bagaimana faktor-faktor ini saling berinteraksi dan bagaimana implementasi praktik-praktik terbaik dapat mengoptimalkan efektivitas layanan publik secara keseluruhan.
